Portland, Oregon is half-way through its ten-year plan to address homelessness. The city's seen improvements, but many challenges lie ahead, according to this report.
"The Ten Year Plan has housed more than 2000 chronically homeless people like Steve Powell in the last four and a half years.
Powell might still be homeless if not for one of the priorities of the Ten Year Plan: permanent, subsidized shelter.
But building those places is expensive and complicated."
Though some officials see room for improvement, they're likely going to keep the plan as-is for the remaining five years of its run. Whether or not homelessness is completely eradicated by 2014 remains to be seen.
