"Like many of Chicago's public housing complexes, the sprawling ABLA development on the Near West Side is blighted and mostly boarded up -- one of the last places anyone would envision a historic preservation battle...At its core, this is a fight between two arms of government -- one wants to destroy a piece of history that much of society now largely regards as a colossal failure, while another seeks to preserve its memory and sturdy buildings."
