"The flat crime trend for 2000 marks a dramatic departure from most of the 1990s, when crime plummeted nationwide for eight years in a row...Regionally, crime reports dropped in the Northeast and Midwest while increasing in the South and West, the FBI said. The pattern for cities was mixed, while crime rose slightly in suburbs and decreased in rural areas."
