Proposed legislation would establish penalties for California cities who are not in compliance with their housing element.

"Every municipality is supposed to zone for enough housing to meet its needs, based on job growth and other factors. But until now there has been no penalty for ignoring this requirement, unless a developer happened to sue over it and win a judgment in civil court... it would withhold an increasing percentage of road repair and maintenance funds from jurisdictions that have been out of compliance for five years or more. "
