Panama City, FL To Take Over State Coastal Permitting

Panama City Beach may become Florida's first city to assume responsibility for issuing coastal development permits.

Local permitting would be a pilot project to test a concept that would conform to Governor Jeb Bush's desire to shift growth management responsibilities from state to local officials. Kennard Watson, Coordinator of St. Andrew Bay Resource Management Association's Turtle Watch program, said choosing Panama City for the pilot program would reward "a community that hasn't demonstrated the willingness or ability to enforce wise coastal management."
