"While San Diego is legally one big county, several separate and distinct places and cultures exist: On the one hand, there is San Diego, the city, which seems preoccupied by an array of classic, big-city problems. On the other hand, there is North County, its communities and their institutions, including a state university and a growing economic base, which has a different set of headaches." The article warns against too much focus on San Diego in the regional planning process.
