"As General Assembly members returned to Raleigh in January, a 37-person legislative commission was drafting dozens of ideas for how the state could help local governments deal with traffic, crowded schools and sprawling development. Since then, the concept of "smart growth" has gained little momentum in the legislature. The commission has yet to issue a final report, and most growth-related legislation has been defeated, withdrawn or allowed to languish."
