"When angry drivers howled about little-used high-occupancy vehicle lanes, New Jersey opened them up to everyone. In Houston, HOV lanes carry 80,000 passengers an hour during the heart of rush hour. And carpooling is so hot in Washington, D.C., that lone drivers (they're called bodysnatchers) will pick up strangers (they're called slugs) so they can legally drive in the HOV lanes." Looking at the mixed results from High Occupancy Vehicle Lanes from around the country, Charlotte, NC is beginning its own experiment with HOW lanes.
