The Colorado Springs city council rejects the pedestrian-friendly plan because they don't want to use eminent domain.

"The five council members dismissed the plan, not because they didn't believe in a miniature version of Denver's LoDo in Colorado Springs, but because they object to government condemning one business to make room for a different kind of business.... Establishing the urban renewal area would have enabled an urban renewal authority to collect higher property taxes in the district to pay for $25 million to $35 million in infrastructure needs to lure new businesses, including a convention center and the relocation of Sky Sox Stadium."
