In a rebuttal to LAFCO's study, L.A.'s report cites 5 major factors that would risk financial damage to L.A. and the Valley.
LAFCO will now review L.A.'s 925-page rebuttal. Among the key elements of the city's report are the flawed method of dividing assets, and the allegation that because of Prop. 218, the Valley will not receive its share of tax revenues. The DWP and water rights are another problem. The Valley's position is that the Valley will share control of DWP, which would have to be reorganized. The city is stating that it connot be forced to reorganize and share control or power.
