The Planning Center in Costa Mesa is looking to convert these old strip malls into villages, where parking would be above the stores and homes and parks would be scattered within the area. Critics say that this is not a practical plan on major arteries, and want the areas configured into pedestrian-friendly thoroughfares, resembling European cities.
