"Despite the county planners' logic and the proximity of the swath to future Metro stations, residents cited traffic congestion, already bad and likely to worsen in the short run, as a principal justification for condemning the plan. ... The rail network must be an adjunct to a local and regional road network with sufficient projected capacity to accommodate future traffic likely to be generated by TOD land uses and densities."
