The A. D. Makepeace Company plans to build 3,500 new homes on 6,000 acres in 3 towns. "...Despite knowing the rigors of planning in Massachusetts, the developers now acknowledge that they weren't quite prepared to face those disputes on three fronts. That's because the 6,000-acre Makepeace project - homes, stores, offices, a resort, and four golf courses - touches three towns: Plymouth, Wareham, and Carver. And in New England, where town control is rooted in the Pilgrim days, that means three locally tailored agendas.
