Director of the White House Office of Urban Policy Adolfo Carrión says that The White House wants to encourage the creation of "neighborhoods that are rich with opportunity."
At a meeting of the Regional Plan Association, Carrión spoke about the need for high-speed rail and promoted the idea of transit-oriented development.
Jarrett Murphy writes, "Carrión also said the administration would consider traffic control measures like encouraging bicycle use, water transport, "and maybe even-dare I say it?-congestion pricing," a reference to the toll proposal that Mayor Bloomberg championed but the state legislature quashed in 2008."
