Gov. Ruth Ann Minner has signed a bill creating a panel that will search for ways to corral the state's growing population.
"Lt. Gov. John Carney will lead the 16-member council, composed of government officials, builders, farmers and environmentalists. Council members will create graduated impact fees in an attempt to force developers to share the cost of building outside established communities. The panel will also monitor the state's progress in curbing sprawl and help counties formulate development plans so they do not annex land haphazardly. "Our quality of life is what we're talking about," Minner said to 100 people at a rally in support of her "Livable Delaware" plan."
