In the video, Mayor Bing proclaims at a press conference, "I am unveiling a plan to demolish 3,000 dangerous residential structures this year, and 10,000 by the end of this term."

A new estimate mentioned in the video says that up to 1/3rd of the city's residential areas are empty.
