Demographia, a website run by Wendell Cox, a frequent critic of sprawl-related reports, publishes an evaluation of the data used in the recent Brookings Institution report, Who Sprawls the Most? "...The metropolitan data on which the Brookings Institution report is based is not considered sufficiently reliable for the purposes used. Indeed, the metropolitan area data has been withdrawn from the NRI website... The problem is that the NRI is not sufficiently accurate at the county level on which metropolitan analysis is based."
