William Hudnut, chairman of the Washington, D.C.-based Urban Land Institute Public Policy, is writing a book on reviving old cities.
"'The older suburbs are trying to rebuild but are faced with aging infrastructure and don't have the big city tax base,' said Hudnut. 'So they have to be a little more inventive... Hudnut noted how between 1950 and 1990 the Metro Detroit area gained only 34 percent in population growth but experienced 165 percent in land growth -- translation sprawl -- away from the city proper."
