"Big Dig managers announced a surprise $150 million cost increase yesterday, acknowledging they do not have the funds to cover the latest price hikes and have been told not to expect any help from Beacon Hill or the federal government. More financial trouble could come next week when bids on razing the Central Artery and constructing the Surface Artery -- the largest remaining contract -- are unsealed."
