"Thousands of African-Americans had flocked to those areas during World War II, drawn by wartime jobs at local steel mills and shipyards. The neighborhoods remained bastions of African-American culture and commerce for decades. But the Latino influx of the past five years has suddenly transformed those areas and sparked fears among some black residents that the demographic wave will somehow force them out of their homes."
