A soon-to-be-released report on urban sprawl in Texas says a so-called "smart growth" strategy such as Mayor Ed Garza's neighborhood revitalization effort could drive up San Antonio's housing prices and increase traffic congestion. "'Growth is a deeply rooted Texas value,' Murdock said, adding that data from Census 2000 does not indicate a dramatic change in suburbanization patterns anywhere in the state."
