Chicago's Millenium park went from a great and simple idea for a central-city park to a public-works debacle.

"... As pledges from private donors climbed to about $100 million, the scope of Millennium Park changed to include a band shell designed by renowned architect Frank Gehry and a massive, jelly-bean shaped sculpture by artist Anish Kapoor. Though private money will pay for many of the enhancements, those changes have had a drastic impact on the park's foundation and on the parking garage, requiring major revisions to support the additional weight."
