"From 1980 to 2006 the total vehicle miles traveled (VMT) doubled, while total highway lane miles grew by only 4.4 percent. Traffic costs drivers $78 billion a year in wasted fuel and lost work time. As gasoline use declines with more efficient vehicles, the federal government assesses a fee, based on VMT, of about 2 cents per mile."
