"Atlanta howled when state transportation officials unveiled plans three years ago to build a new, 860-foot-long overpass across the 10 lanes of Interstates 75 and 85 that course through the city. Citizens griped to government officials and lawyers, jammed into countless meetings and penned letters to the editor. Their biggest complaint: The overpass looked like an overpass."
