The Indian state of Maharashtra has proposed new rules that would require developers to reserve 35% of new units for low and middle-income families.

"The new rules will include incentives for builders such as an increase in the so-called floor space index (FSI), allowing developers to add floors beyond the existing limit, said T.C. Benjamin, principal secretary in the state's urban development ministry."
Currently, Mumbai has the highest property prices in India. As a result, families are often forced to live in cramped, unsanitary conditions if they wish to be near the megacity.
