"On a quiet Saturday morning, tree trimmers took the top off trees, removing nearly 50 percent of their growth. No one has been arrested, and city officials say all the trees were near billboards and they suspect an outdoor advertising company of hiring the illegal trimmers.... Companies that control billboard space have denied involvement in the cutting. But when asked about the situation, they acknowledged a problem."
