"In order to house the thousands of newcomers pouring into Broward County every year, commissioners were told Tuesday that they need to raise density allowances so more people can live in bigger buildings and to convert empty shopping centers into apartments. Anthony Downs, an urban policy expert from the Brookings Institution in Washington, D.C., said the county lacks enough multifamily housing for lower-income people, has a poor bus system and makes developers jump through too many hoops to assemble land for redevelopment, he said."
