Schundler, a firm believer in free markets and home rule, said municipalities should be left to their own discretion in determining growth... McGreevey has blamed sprawl on a lack of leadership, continuing his campaign theme of criticizing a Republican administration and Republican-led legislature. He wants to put more regulatory teeth in the state plan to encourage compliance because the current plan is merely a set of voluntary guidelines."
