"A 2002 ballot initiative would ban the logging of all old-growth trees on private land in California, protecting any tree that was alive when the state entered the Union in 1850. But in a taped announcement on Sunday, the governor endorsed a less sweeping plan, which would require a permit before ancient trees are felled."
