They don't want anymore treated sludge in outlying counties. So now the proposal is to bury it under Terminal Island.

Oil sludge is already buried beneath the earth in Canada and in La Habra in Orange County. But human waste has not been tried. So approval of the federal government has been requested. Opponents are concerned about leaks and ground water contamination. Those in favor of the plan say it is safe.
