The California legislature has passed a bill requiring developers to prove there is adequate water supply for the project.
Developers of more than 500 homes and businesses employing more than 1,000 people will now have to prove to local officials that there is sufficient water to supply both the residents and the business projects involved. Opponents believe that this will slow needed home building. Because of warnings of an imminent water crisis, Davis will likely sign the bill.On a related issue, a law was also passed to close a loophole that speculators have used to earn millions by threatening to build on coastal property. This bill is opposed by real estate interests who have received 'certificates of compliance' which allow the circumvention of traditional zoning rules.
