"The World Trade Center buildings were code-compliant when built, with multiple fire stairs, extensive fireproofing, fire suppression and alarm systems, and a stable, well-engineered structural skeleton. These elements allowed many of the occupants to evacuate the buildings.But no building code, and no architect or engineer, could have foreseen the extraordinary conditions and sequence of events.
