Jonathan Lerner reports from Fresno, where sprawling development has clashed with agriculture, the region's bread and butter. A new regional plan hopes to preserve farmland and ease tensions.
Lerner explains that the new regional plan, called SEGA (for Southeast Growth Area), is promoting focused growth in towns and villages where infrastructure is already in place:
"The plan would apply the principles of new urbanism at much greater intensity. There would be as many as 20 predominantly residential neighborhoods, each centered on an elementary school and some "convenience" retail, such as dry cleaners, coffee shops or neighborhood groceries.
Seven larger "community centers" would have denser housing and more significant commercial and job presence, while a downtown-like "regional center," served by regional rapid transit, would be the primary employment, shopping and cultural destination."
