Will they rebuild, plant, preserve or, possibly, reinvent?...So far, no one has any firm idea of who will make the decisions. State and city officials have met with developers. There is already discussion of a special commission involving federal, state and city authorities, developers and, presumably, representatives of art and preservation groups...Through history, architects have been effective healers...Volunteers have given blood, firefighters and ironworkers their sweat and tears. Politicians voted $20 billion in relief. Now, behind the scenes, architects are giving voice to the future."
