The short answer is that it can...The long answer is that it doesn't want to...unaway growth in recent years has brought sprawl ? paralyzing traffic congestion, choking air pollution, relentless school construction, spiraling property taxes ? to southern Orange County and strained the ability of many communities to define and control their destiny. And now they're being asked to believe that a new train station, smack-dab in the middle of one of the Hudson Valley's most overburdened intersections, will not make a bad situation worse."
