"'New York: A Documentary Film' relies heavily on archival photos and film footage, including some that shows lower Manhattan before the World Trade Center was built, before historic structures were razed to make way for the two towers...One of the themes of Burns's documentary is that New York has reinvented itself repeatedly. Economically, the city has been both up and down, so down that it was nearly bankrupt in the mid-1970s. It has been an unsafe place when crime and violence were rampant and buildings torched, and a place of neighborhoods where people look out for each other."
