An overhaul of the New Jersey State Plan proposed by the Governor's office would eliminate the State Plan Policy Map, which designated growth areas and conservation in the state.
Tom Johnson reports that the plan never quite worked in the way it was supposed to:
"According to both backers and critics, that was primarily because previous administrations failed to force agencies to direct resources and state aid, such as funding for sewer lines and roads, to areas designated for growth and away from non-growth areas."
Johnson says the new plan lacks specifics and purports to create "a balance of development and conservation":
"With so many unknowns, the plan is likely to be met with harsh scrutiny by some proponents of smart growth policies."
