Is Stadium Club a "Sexually Oriented Business Enterprise" (SOBE) or not? Before deciding, the Zoning Board discussed the particulars, debating whether "...entertainment had to be intentionally arousing to its audience in order to qualify as a SOBE, or if it could merely be incidental."

An extended debate over what is "naked" versus merely skimpy is documented in the article, with one board member arguing that what people wear in fitness centers could almost be classified as "sexually-oriented."
