Does the Chicago Parking Fee Actually Target Rush-Hour Parkers?

Chicago aldermen have challenged the times at which the contentious parking fee would be enforced, namely in the early morning and evenings. Mayor Emanuel and his staff have responded, but, according to the Tribune staff, maybe not adequately.

"[Budget Director Alexandra] Holt responded that most downtown lots charge less than $12 in the evenings, so drivers parking in them would not face the premium. 'We don't believe that the way the rates are structured in the evening, that as a general matter we will be charging the congestion premium in the evening,' Holt said Monday.

A check Tuesday of five downtown parking lots, however, found just one with an 'evening special' for less than $12. That garage - on Washington Street east of Franklin Street - charged $10 for cars parking after 3 p.m. and leaving before 5 a.m. the next day during weekdays.

The next-lowest evening rate among the five was $13 for cars arriving after 3 p.m. to park up to 12 hours, at a surface lot near Randolph and Franklin streets."
