"Developers who want to build new subdivisions of more than 500 houses will now have to prove there is enough water available for those houses before they break ground.Gov. Gray Davis signed that new requirement, which was a years-long crusade of the East Bay Municipal Utility District, and a related water supply bill into law on Tuesday."
