Montreal Needs to Tap Into the "Development Charge"

A group of McGill University planners have released a report on municipal funding highlighting untapped sources of revenue. The most glaring of them: fees levied on developers to pay for city services.

"In essence, developers pay their fair share of the capital costs of additional city services (fire services, water and sewage services, community centres, etc.). The calculation of the charge is based on growth forecasts and paid by all developers, large and small, based on the size of their development.

Montreal is one of the very few remaining urban areas in North America where the development charge is not systematically applied. Instead, we negotiate infrastructure provisions with developers on a case-by-case basis."
