NY Governor Andrew Cuomo touts private investment as a solution to New York's transportation funding woes. But a conference of infrastructure experts agree that private partnerships aren't a substitute for public funds.
Noah Kazis recently attended a conference called, "Where's the Money? Funding Transportation Projects in New York State." Panelists agreed that public/private financing has its place, but "...[t]he public will eventually pay for these projects somehow."
However, panelists did support one form of public-private partnership (PPP):
"One form of PPP, the 'design-build' contract, had the support of every panelist, nearly all of whom work in the private sector. Design-build allows the same company to develop the plans for a project and construct it, hopefully providing more accountability and allowing for a faster and more integrated process. New York is one of only five states that does not allow design-build."
