Los Angeles is considering a new ordinance that will allow artists to paint murals on private property as long as they have permission from the owner.
For years, city officials have struggled with what is legal. Councilman Jose Huizar along with the arts community have unveiled a new plan that considers long-term maintenance. Since murals have been considered commercial art, the City has covered up more then 300 in the past few years.
"Huizar and others say the city needs to make a better distinction between art, which should be protected under the 1st Amendment, and commerce, which should be covered by the sign ordinance."
New murals would be classified as "original works of art."
