But officials have reached an impasse on how to deal with sprawl, and some wonder if it's even possible... Others argue that the forces behind sprawl are so strong that planners can do little to curb it. Rather than wage a futile fight against sprawl, they say, it would be wiser to plan new roads so that the traffic that sprawl produces would be less burdensome."
