Jerry Brown has proposed a huge governmental streamlining to make the state more efficient. But in the process he is proposing separating transportation and housing -- now housed in one agency -- and putting them in separate agencies.
The separation of transportation and housing comes at a time when the Brown administration – as well as regional and local officials around the state – are trying to bring housing and transportation into closer alignment. In particular, SB 375 brought Regional Transportation Plans into close alignment with the Regional Housing Needs Assessment process, which is overseen by the Department of Housing and Community Development (HCD).
The Business, Housing, and Transportation agency would be stripped of all functions except for transportation. Housing would be moved to the new Business and Consumer Services Agency. The move is likely to place more pressure on the Strategic Growth Council -- an interagency roundtable with a Cabinet-level membership -- to serve a coordinating function at the state level. However, the Consumer Services Agency is not currently represented on the Strategic Growth Council.
