They don't want people on the island. There are no stores, no utilities, no power lines. But the island has conflicts.
The 80 winter residents (200 in summer) can't ban unwanted people, so they ban the things that draw them. And they drew up a Sub-area Land-Use plan to ensure that it stays that way. Waldron is a submerged mountain range 30 miles east of Victoria, BC. The residents rely on one another and say that trust is a key to community. Nevertheless, there is still human conflict, including shunning.
