Ten years after the city launched a redevelopment campaign that promised better housing and more minority-owned businesses, the residents of the predominantly black neighborhood are still waiting for action. And many accuse their rich neighbors of trying to squeeze them out. So far, Winter Park's Community Redevelopment Agency has spent just $10,000 on housing rehabilitation -- and that was for only one home."
