The San Diego Association of Governments (SANDAG) a regional planning agency for San Diego, has adjusted a previous forecast of the region's future population to indicate a lower population level in 2020 than was originally expected. Although the lower figure gives the region more time to address housing problems, planners caution that the lack of housing is still critical given the increasing population. The population estimate was changed due to a deeper-than-believed recession during the 1990s, as well as lower-than-expected birthrates among Latino women.
