Industrial-Tourism Program Under Scrutiny

A federal program that provides funding to turn unused industrial sites into tourist attractions is under scrutiny for abuse.

Congress has spent more than $200 million on a program to develop old steel mills, coal mines and other industrial sites into tourist attractions. Critics say that whether a site is chosen sometimes has more to do with which lawmaker is behind the idea than whether it's truly historic. In at least two cases, National Heritage Area projects were funded even though the National Park Service questioned their historic value.
