With transportation projects on hold--some from the 1960s--the Governor says that the review process must be streamlined.
Environmentalists say that the long review process prevents mistakes and environmental damage. Caltrans says that they will not go around the process, but improve how the process procedes. Vince Bertoni of the APA says that planners must now consider whether the work will be aesthetically pleasing or obstruct views. "It has become a tool for people who want to oppose a project or slow it down." The Governor says the pace must speed up so that children, born the year that the Loma Prieta earthquake destroyed the Central Freeway in San Francisco, will be able to drive on the replacement when they are high school seniors.
